Life History Of Shri Jhulelal जी


Jhulelal is the Lord of Sindhis. Jeko chavando Jhulelal,Tanhija thenda bera paar,Aayo Laal Jhulelal. The sacred mantra has the same relevance for the Sindhis as that of Gayatri Mantra for Hindus. Faith has established Jhulelal as the Asht Dev (Sanskrit: Ishtadeva) (community God) of Sindhis. His Birthday Cheti Chand second date of the Chaitra month, is auspicious for Sindhis and is celebrated the world over with traditional pomp and gaiety.

The legend of Jhulelal, the river deity, has its historical or semi-historical beginnings in Sind, an erstwhile province of united India and now a state of Pakistan. During the days of Sapt-Sindhu (land of seven rivers), the mainstream Sindhu and its tributaries were considered life-givers to the people who lived on its banks and drew sustenance from its waters. It was precisely the lure of plentiful water that brought invading hordes of Islamic rulers from the neighbouring Arabian Kingdoms to Sind and India. Having conquered Sind and its adjoining territories, they spread Islam at the point of the sword. In the 10th century A.D. Sind came under the rule of Samras. The Samras being converts from Hinduism to Islam were neither bigots nor fanatics. However, there was no exception in the Sumra region. Being far away from its capital, Thatta maintained its separate identity and influence. Its ruler Mirkshah was not only a tyrant but also a religious fanatic. And as in the wont of many a tyrant, Mirkshah too was surrounded by sycophants. These friends advised him one day : "Spread Islam and you will be granted jannat or eternal bliss after death."

Swayed by the promise, Mirkshah summoned the panchs (representatives) of the Hindus and ordered them : "Embrace Islam or prepare to die". The terrified Hindus begged Mirkshah for time to consider the shahi firman or royal edict. The pompous Mirkshah relented and agreed to give the desperate Hindus forty days to plead with their God.

Faced with imminent death, the Hindus turned to Lord Varuna, the Lord of the River, to come to their aid. For forty days, they underwent penance. They neither shaved nor wore new clothes, praying and fasting and singing songs in the praise of Lord Varuna. They beseeched him to deliver them from the hands of their persecutor.

On the fortieth day, a voice was heard from Heaven : "Fear not, I shall save you from the wicked Mirkshah. I shall come down as a mortal and take birth in the womb of Mata Devki in the house of Ratanchand Lohano of Nasarpur". After forty days of chaliho, the followers of Jhulelal even today celebrate the occasion with festivity as Thanksgiving Day.

The oppressed Hindus now anxiously awaited the birth of their deliverer. After three months, the second tithi of Asu month, they got confirmation of the news that Mata Devki has indeed conceived. The River God has incarnated himself in her womb. The Hindus rejoiced and praised the Lord.

On Cheti Chand, two tithis from the new moon of Chaitra, Mata Devki gave birth to a boony boy, A miracle hailed the child's birth. The babe opened his mouth and behold! there flowed the Sindhu with an old man sitting cross-legged on a pala fish. The pala fish as everyone knows is a fish which always swims against the current.

To welcome the newborn avatar, unseasonal clouds gathered and brought down torrential rains. The child was named Udaichand (Uday in Sanskrit means moon-beams). Udaichand was to be the light in the darkness. An astrologer who saw the child predicted that he would grow up to be a great warrior and his fame would outlive the child. Udaichand was also called Uderolal (Udero in Sanskrit means 'one who has sprung from water'). Inhabitants of Nasarpur lovingly called the child Amarlal (immortal) child. The cradle where little Udero rested began to sway to and fro on its own. It is because of this that Uderolal became popularly known as Jhulelal or the swinging child. Soon after the child's birth Mata Devki passed away. A little later Ratanchand remarried.

News of the birth of the mysterious child reached Mirkshah who once again summoned the Panchs and repeated his royal threat. Hindus, now quite confident that their saviour had arrived, implored him for some more time informing him that their saviours was none other than the water god himself. Mirkshah scoffed at the very idea of a child saving the Hindus. "Neither am I going to die nor are you, people going to leave this land alive", he jeered. "I shall wait. When your saviour embraces Islam, I am sure you will also follow suit." With this remark, the haughty Mirkshah threw a challenhe to his Hindu subjects.

The maulvis pressed Mirkshah hard not to let the Hindus of the hook. But the very thought of the child proving more than a match for him amused the conceited ruler. He therefore told the maulvis to wait and watch. As a token precaution, he asked one of his ministers Ahirio, to go to Nasarpur to see things first hand, Ahirio did not want to take any chances. So he took along a rose dipped in deadly poison.

At the very first glimpse of the child, Ahirio was astonished. He had never seen a child so dazzling or more charming. He hesitated, then mustering courage proferred the rose to the child. The child gave a meaningful smile while accepting the rose. He then blew away the flower with a single breath. The flower fell at Ahirio's feet. Ahirio watched stupefied as the babe changed into an old man with a long beard. All of a sudden the old man turned into a lad of sixteen. And then he saw Uderolal on horseback with a blazing sword in his hand. There were row upon row warriors behind him. A cold shiver ran down Ahirio's spine and he bowed his head in reverence. "Have mercy on me Sindhu Lord", he prayed "I am convinced".

On his return Ahirio narrated the miraculous happening to Mirkshah. But Mirkshah was not convinced. He hardened his heart even more. "How can a little baby turn into an old man ? " he mocked. "It looks like you have been fooled by simple magic." But in his heart, Mirkshah was afraid. That night he dreamt a dreadful dream. A child was sitting on his neck. The vision changed to an old man with a flowing beard. And again to a warrior with a drawn sword confronting Mirkshah on the battlefield. Next morning Mirkshah called for Ahirio and gave him orders to counter the threat posed by the child. Ahirio, however, advised Mirkshah not to rush matters.

Meanwhile, the child Uderolal grew in stature and spirit performing miracles and comforting the sick. Residents of Nasarpur were fully convinced that God had come to save them. Uderolal also received the Gur Mantar of Alakh Niranjan from Goraknath.

To earn money for the family, Udero's step-mother would send him to the market to sell baked beans, Instead of going to the market, Uderolal would go to the banks of the Sindhu. There he would distribute half of the beans among beggars, the poor and the sadhus. The other half, he would offer to the Sindhu. He would them spend the rest of the speaking to little children and the elderly about spiritual wealth. In the evening when it was time to go home, Udero would fish out from the river a container full of fine quality rice. This he would take home and give it to his step mother.

Growing suspicious about her step son's behaviour, the step mother one day despatched Ratanchand to follow him. When Ratanchand witnessed the miracle, he bowed to Uderolal from a distance and accepted him as the Saviour.

Mirkshah on the other hand was being pressurised by the Maulvis to bring Hindu infidels into the fold of Islam. They gave him the ultimatum. "Order the Hindus to convert or be branded as associate of kafirs." Fearing the wrath of the clerics, Mirkshah decided to meet Uderolal face to face. He asked Ahirio to arrange for a private meeting with Udero.

Ahirio who had in the meantime become a devotee of Daryashah, went to the banks of the Indus and pleaded with the water god to come to his rescue. To Ahirio's amazement, he saw the same old man with a white beard floating on a pala fish. Ahirio's head bowed in adoration and he understood that Uderolal, the water god, was in fact the other form of Khwaja Khirz. Ahirio then saw Udero leap onto a horse and gallop away with a sword in one hand and a flag in the other.

Udero appeared before Mirkshah and explained to the stubborn ruler : "Whatever you see around you is the creation of only one God, whom you call 'Allah' and the Hindus call 'Ishwar'." The maulvis urged Mirkshah not to pay any heed to the infidels's talks and to arrest him. Mirkshah dithering as usual ordered his soldiers to arrest Udero.

As the officials of the court moved towards Udero, great waves of water leaped forth inundating the courtyard and crowning Mirkshah and his courtiers. Fire too broke our and the palace was consumed by the flames. All escape routes were sealed. Udero spoke again, "Mirkshah, think it over. Your God and mine are the same. Then, why did you persecute my people ?"

Mirkshah was terrified and begged Udero, "My Lord, I realise my foolhardiness. Please save me and my courtiers." All at once the water receded and the fire died away. Mirkshah bowed respectfully and agreed to treat Hindus and Muslims alike. Before they dispersed, Uderolal told the Hindus to think of him as the embodiment of light and water. He also told them to build a temple in memory of transformation of Mirkshah. "Day in and out", he said "light a candle in the temple and always keep available water for daat (holy sip)".

Uderolal named his cousin, Pagad, as the first Thakur (Priest of the religious sect that believes in water god. Pagad followed Uderolal wherever he went. Uderolal gave seven sysmbolic things to Pagad. These seven from the essential elements of the Daryahi sect. Uderolal asked Pagad to continue the sacred work of building temples and spread the message.

Selecting a place near village Thijahar, Uderolal gave up his earthly form. Both Hindus and Muslims were present in the large number to witness this mysterious happening. Mirkshah's representatives were also there. No sooner Uderolal's soul left his body, they took charge and wanted to build a 'Turbat' or 'Qaba" at the site according to the dictates of Islam. The Hindus wanted to erect a 'Samadhi' according to Hindu custom. While the debate regard, heavy rains came down a voice said : "Behold ! You shall make my shrine acceptable both to Hindus and Muslims. Let its one face be a temple and the other a Dargah (Shrine). I belong to all of you."

Jhulelal continues to be the unifying force and the centre of all cultural activities of the Sindhi community. The word Sindhi is derived from the river Sindhu (now in Pakistan)." When Sindhi men venture out to sea their women pray to him for their safe return. They offer the Lord prasad of akha, a sweet made from rice, ghee, sugar and flour. Sindhis all over the world greet each other with "Jhulelal Bera-Hee-Paar".

The Supreme Court has a recipe for a successful marriage, more so for men: Obey your wife and rule the world!

"Bibi joh boltee hai woh sunno (Listen to whatever your wife says). We all listen," a vacation bench of Justice Markandeya Katju and Justice Deepak Verma observed while hearing a lawsuit by Indian Air Force officer Deepak Kumar, who had complained that his estranged wife Manisha had ruined him and his family by implicating them in false criminal cases including sodomy.

"Hum sab bhuktbhogi hai (We all have undergone that experience)," the bench observed.

"If your wife wants you to see this side, see this side. If she wants you to see the other side, do obey her," said Katju, adding: "One who obeys his wife rules the world."

Kumar's counsel told the court that his client had married Manisha 17 years ago but the couple soon landed in court with marital discord erupting between them.

A district court in Chandigarh dismissed Kumar's plea for divorce as Manisha opposed it, but a single-judge bench of the Punjab and Haryana High Court had granted him a divorce and directed him to pay Manisha Rs.1 million as one-time compensation.

Manisha then approached the Supreme Court challenging the divorce decree.

Seeking dismissal of Manisha's appeal, Kumar's counsel contended that she was opposing the divorce despite having ruined her husband's life.

The bench, however, posted the case for further hearing in the last week of July, saying there was no urgency in dealing with it.

"You have waited for 17 years, so wait for a few more days," the bench contended.

Mile Sur Mera Tumhara~ India : Unity in Diversity

Mile Sur Mera Tumhara is one of the oldest tunes on "Unity & Diversity" aired on India's premier National Television Network, Doordarshan. Mile Sur Mera Tumhara was telecast for the first time on Independence Day 1988, after the telecast of the Prime Minister’s speech from the ramparts of the Red Fort.


The song's lyrics are unique, One phrase, repeated in fourteen Indian languages: "Milē sur mērā tumhārā, tō sur banē hamārā", meaning "When my tune and your tune merge, it becomes our tune".... "Sur Ki Nadiyan Har Dishaan Sey Bahakay Sagar Me Milay ... Badalon Ka Roop Lai Kai Barsay Halkay Halkay" ... Flowing Rivers of Music merge into the Sea ... then take the form of Clouds and fall to Earth as the gentle rain ... :)

वाराणसी वैभव : शास्रार्थ और वाराणसी

लगभग ३५० वर्षों पूर्व सन् १६५५ में वर्नियर का भारत आगमन हुआ था। उसने काशी के अनेक प्रमुख विद्वानों का सान्निध्य प्राप्त किया था। बर्नियर के यात्रा वृत्तांत से काशी के तत्कालीन विद्वानों की शास्रार्थ परंपरा का अच्छा आभास मिलता है और ऐसा प्रतीत होता है कि काशी की शास्रार्थ सभाएँ ज्ञान का प्रसारण करने वाली प्रमुख संस्थाओं की भूमिका अदा करती थीं। स्व.. आचार्य हजारीप्रसाद द्विवेदी ने एक बार प्रसंगवश कहा और बिल्कुल सही कहा था --

""सत्य तो यह है कि वर्नियर इस अद्भुत पद्धति का महत्व ही नहीं आँक सके। उन्होंने पाठशालाओं और उनके छात्रों को देखा, परंतु सारी नगरी में, शास्रार्थ चर्चा, पाठशालाओं की अपेक्षा कहीं अधिक ज्ञान साधना के विश्वविद्यालय का काम कर रही हैं, यह वे नहीं समझ सके। यह शास्रार्थ चर्चा काशी की अपनी मौलिक पद्धति थी, जिसने सारी नगरी को विश्वविद्यालय की मर्यादा दे रखी थी। पाठशालाएँ केवल इस महान चिन्मय सागर की ऊपरी सतह की तरंगों के समान गिनी जा सकती हैं -- इनसे उनके अतुल गांभीर्य का पता नहीं चलता। वर्नियर ने जब यह कहा था कि यूरोप के विश्वविद्यालयों से उनकी तुलना नहीं की जा सकती, तब उन्होंने स्वीकार किया था कि उन्हें वह दृष्टि नहीं मिली है, जो इस प्रकार के विश्वविद्यालय का महत्व आँक सके।''

हमारी पुण्यपुरी काशी या वाराणसी अति प्राचीन काल से संस्कृत का एक महाविद्यापीठ रही है। यहाँ एक- से- एक बढ़- चढ़ कर धुरंधर, दिग्गज, सर्वतंत्र स्वतंत्र विद्वान रहे हैं और उनकी अपनी- अपनी परंपराएँ रही हैं। इस नगरी में खण्डन- मण्डन और शास्रार्थ की परंपरा तो सनातन काल से ही चली आ रही है। किसी युग में तो प्राचीन ज्ञान का आदान- पदान एवं तर्क- नैपुण्य प्राप्त करना ही विद्योपार्जन का चरम लक्ष्य हो गया था। राष्ट्रीय ह्रास के साथ- साथ इतरेतर कला- विद्याओं पर जहाँ कम ध्यान दिया जाने लगा, वहाँ तर्क विद्या पर शब्दों द्वारा खण्डन- मण्डन पर शनै- शनै: विशेष जोर दिया जाने लगा। भाषा में एक नूतन प्रणाली का जन्म हुआ, तार्किक शब्दावली विशेष रुपेण प्रयोग में आने लगी।

दूसरे शब्दों में सीधी- सादी बात को भी घुमा- फिराकर कहने की प्रथा शुरु हुई-- नवीन शैली, नई शब्दावली चल निकली। व्याकरण के अध्ययन में तर्क तथा न्यास का असाधारण समन्वय तो हुआ ही, प्रत्येक शास्र के अध्ययन में भी पूर्वोक्त नूतन प्रणाली का अनुसरण होने लगा। इस प्रकार पांडित्य एक नवीन प्रकाश से प्रज्जवलित हो उठा, पांडित्य की पीठिका तर्क एवं व्याकरण द्वारा प्रस्तुत होकर व्यवहृत हुई।

शास्रार्थ के लिए -- यह काशी की अपनी पावन परंपरा रही है। शास्रार्थ- सभा को एक प्रकार की वैचारिक मल्लशाला कहना अनुचित न होगा, जहाँ महारथी लोग लँगोट बाँधकर नहीं, अपितु भारतीय प्राचीन वेशभूषा- पगड़ी- साफा, बगलबंदी, दुपट्टा आदि धारण करके उतरते हैं। मल्लभूमि की रज को धारण करने के बदले वे चंदन लगाते हैं और उनके दाँव- पेंच, हाथ- पैर के न होकर वाणी के होते हैं। इस शास्रार्थ प्रणाली का वैशिष्ट्य यह है कि इसमें विद्वानों का उसके स्तर का निर्णय हो जाता है।

यों तो दो महारथियों की योग्यता या श्रेष्ठता का निर्णय विशेष शास्रार्थों में ही होता है, किंतु साधारणतः विद्वान-मंडली एवं छात्रों में कौन कितनी गहराई में हैं, इसकी झलक प्रायः इन शास्रार्थों में मिल जाती है। शास्रार्थ के अवसर पर सर्वमान्य, ज्ञानवयोवृद्ध सज्जन को निर्णायक मान लेते हैं और तदन्तर शास्रार्थ का श्रीगणेश होता है। वाद- विवाद चरम- सीमा पर पहुँच जाने पर भी पर्याप्त अनुशासन रहता है, किसी प्रकार की अभद्रता या अशिष्टता दृष्टिगोचर नहीं होती।

शास्रार्थ- सभा के समीप पहुँचने पर "प्रतियोगिता नवच्छेदक मत्साध्यतावच्छेदकं तदवच्छिन्न साध्य समानाधिकरणस्य व्याप्ति:'' अथवा ""अर्थवत्व प्रातिपदकत्व कर्मत्व यदागत निर्दिश्यमान....'' इत्यादि लच्छेदार झड़ियाँ सुनाई पड़ती है। युवक, छात्रों एवं पंडितों द्वारा बात आरंभ होकर महारथियों की चख- चख तक पहुँच जाती है। नव- नवीन कोटि में से धक्काड़ और पुराने लोग भी चकित हो उठते और सिर हिलाने लगते हैं। पाण्डित्य की ऐसी आकर्षक कला से उस व्यक्ति की धाक पंडित मंडली में जमे, यह स्वाभाविक ही है।

प्रायः सभी प्रमुख समस्याओं का समाधान काशी के विद्वान करते रहे हैं। कोई प्रश्न उठने पर उसका समुचित उत्तर निर्णय या व्यवस्था काशी से ही दी जाती रही है और वह सर्वमान्य भी हुई है । यही कारण है कि प्रत्येक नवीन धर्म के प्रचारक या नवीन शास्रीय विवाद उठाने वाले महानुभाव अपने सिद्धांत पर विश्वास तथा जनता जनार्दन की सहमति प्राप्त करने के हेतु बाध्य होकर वाराणसी आते रहे हैं। गौतम बुद्ध, शंकराचार्य, कबीर, तुलसी एवं महर्षि दयानंद, काशी पधार चुके हैं और उनके सिद्धांतों की सुरभि काशी से ही फैली।

गोस्वामी तुलसीदास और मधुसूदन सरस्वती का महान वैयाकरण नागेश भट्ट, जिनका "शब्देंदु शेखर' विशेष प्रसिद्ध हैं, से तथा अप्पय एवं भट्टाजि दीक्षित आदि से हुआ। संस्कृत के अंतिम महाकवि पंडितराज जगन्नाथ का शास्रार्थ सुप्रसिद्ध है। महर्षि दयानंद एक- दो बार नहीं, अपितु सात बार काशी आए थे। सर्वप्रथम वे सन् १८५६ ( संवत् १९१३ वि.) में काशी आए थे। मूर्ति पूजा का खण्डन करने के कारण उनके विचारों से काशी में, विशेषकर सनातनियों में खलबली मच गई और एक आंदोलन का रुप खड़ा हो गया था। प्रथम काशी आगमन के समय स्वामी जी से काशी के प्रसिद्ध विद्वान पं. राजा राम शास्री एवं काका राम शास्री से परिचय हुआ था। पूर्वोक्त नागेश भ के समकक्ष एवं समकालीन विद्वानों में पं. भैरव मिश्र भी उल्लेखनीय हैं। राजाराम जी के साथ ही हमें पं. योगेशदत्त ओझा का भी स्मरण हो आता है। ये सभी शास्रार्थ महारथी रहे हैं।

पं. काकाराम शास्री पं. दिलाराम शास्री के पुत्र थे, जो स्वयं अच्छे विद्वान थे। उन्होंने काशी आकर दशाश्वमेध घाट पर तंबू लगा दिया था और घोषित कर दिया था कि जो भी विद्वान चाहे हमसे शास्रार्थ कर सकता है। उन दिनों यहाँ "दण्डी स्वामी' नामक एक प्रसिद्ध विद्वान रहते थे, जिन्होंने एक मूर्धन्य विद्वान को दिलाराम जी के पास शास्रार्थ के लिए भेजा था। तंबू में उस समय पं. काकाराम जी थे, जिनकी उम्र उन दिनों मात्र सोलह वर्ष की थी। उन्होंने काकाराम जी से दिलाराम जी के विषय में जिज्ञासा की। उत्तर में काकाराम जी ने कहा -- ""पूजन पर हैं। कहिए, मैं आपकी क्या सेवा कर्रूँ ?''

दण्डी स्वामी के भेजे वे विद्वान, काकाराम जी के उत्तर से चकित हो गए और उन्होंने काकाराम जी से वेदांत का एक जटिल प्रश्न किया। तत्काल उन्होंने समाधान प्रस्तुत कर उनको गद्गद् कर दिया। एक बार कश्मीर नरेश गुलाब सिंह जी काशी पधारे, तो काकाराम जी से इतने प्रभावित हुए कि उन्होंने काकाराम जी को अपना गुरु बनाया और एक लक्ष्य मुद्रा भेंट की। काशी के विद्वानों को शास्रार्थ में पराजित करने के बाद से काकाराम जी को पंडितों की सभा में सर्वप्रथम तिलक लगाया जाता था। तिब्बत, नेपाल आदि देशों के नरेशों द्वारा भी वे बहुत सम्मानित हुए। पूर्वोक्त पं. राजाराम शास्री संभवतः काकाराम जी के ही वंशज थे, जो आयुर्वेद के भी प्रकाण्ड विद्वान थे और जिनकी प्रसिद्धि "राधोजी महाराज ' के रुप में भी रही है।

पं. राजाराम शास्री से भी अधिक प्रसिद्ध हुए उनके शिष्य बाल शास्री। महर्षि दयानंद से काशी के विद्वानों का शास्रार्थ हुआ था, उनमें सर्वश्री बाल शास्री, ताराचरण शास्री और स्वामी विशुद्धानंद उल्लेखनीय हैं। उक्त शास्तार्थ में महाराज काशीराज ईश्वरी प्रसाद नारायण सिंह जू देव विशेष रुप से आमंत्रित किये गए थे। १३३ साल हो गए उक्त प्रसंग को। संवत् १९२६ वि. ( सन् १८६९ में ) नवम्बर मास की १७ तारीख को उक्त शास्रार्थ हुआ था।

पं. बाल शास्री के प्रमुख शिष्यों में दो बहुत प्रसिद्ध हुए -- १. वैयाकरण केशरी महामहोपाध्याय दामोदर शास्री भारद्वाज और २. पं. शिवकुमार शास्री। एक बार इन दोनों गुरु भाइयों में शास्रार्थ छिड़ गया। दोनों ओर लगभग ५- ५ सौ छात्र इकट्ठे हो गये। शिवकुमार जी ने गुरु पं. बाल शास्री जी को निर्णायक के आसन पर बिठाना चाहा। वे धर्मसंकट में पड़ गये, क्योंकि उनसे दामोदर जी की प्रतिभा-- योग्यता भी छिपी नहीं थी। उन्हें एक युक्ति सूझी। वे वहाँ से उठकर चले गये। शास्रार्थ की तैयारी हो चुकी थी, अतः शुरु हुआ और कई दिनों तक होता रहा। अंत में सभा "हर- हर महादेव' के नारे से गूँज उठी। इस घटना के बाद जब कभी शिवकुमार जी किसी रास्ते से गुजरते, जनता "हर- हर महादेव' की ध्वनि करने लगती। उल्लेखनीय है कि काशी नरेशों को ही यह सम्मान- सत्कार प्राप्त रहा है, किंतु उनके अतिरिक्त काशी में केवल शिवकुमार जी ही एक ऐसे व्यक्ति हुए, जिनका स्वागत इस प्रकार हुआ।

पं. शिवकुमार जी की जिह्मवा पर सरस्वती का वास था। वे जो कह देते, सत्य हो जाता था। मार्ग में चलते- चलते भी उनका शास्रार्थ होता रहता। आरंभ में अध्ययन करते रहे। प्रिंसिपल श्री राइट के कार्यकाल में चार साल तक वे राजकीय संस्कृत कालेज ( संप्रति संपूर्णानंद संस्कृत विश्वविद्यालय ) में अध्यापन करते रहे। प्रिंसिपल श्री राइट के कार्यकाल में उन्होंने कालेज छोड़ा और वे दरभंगा चले गये। एक बार दरभंगा नरेश श्री लक्ष्मीश्वर देव की राजसभा में वहाँ के मैथिल विद्वान से इनका शास्रार्थ छिड़ गया। नरेश भी उपस्थित थे। उस समय पं. शिवकुमार जी ने "पायाज्जटाघन घटा वृष में मध्वजस्य' तथा "प्रविशति जलमध्ये शीत भीतामृगक्षी' प्रभृति अनेक समस्याओं की तुरंत पूर्ति करके लोगों को चकित कर दिया था और नरेश ने उनको एक सहस्र मुद्रा भेंट करने के साथ ही अपना सभापंडित नियुक्त किया था।

पं. शिवकुमार जी अपनी विचार मल्लता में अद्वितीय थे। उन दिनों विद्वत्मण्डली में घोर संघर्ष विद्यमान था। उत्तर और दक्षिण के विद्वानों में पारस्परिक स्पर्धा चल रही थी। इस कारण, दक्षिण के विद्वान उनको आमंत्रित न कर अपनी संकुचित मनोवृत्ति का परिचय दे रहे थे। इसके बावजूद, शिवकुमार जी शास्रार्थभिलाषा शांत करने के हेतु स्वयं वहाँ पहुँच जाते और स्थिति ऐसी हो गई थी कि जिस सभा में वे न पहुँचते, वह सभा "सभा' ही नहीं मानी जाती थी। उक्त संघर्ष के कारण ही शिवकुमार जी ने कालेज का परित्याग किया था।

शिवकुमार जी ने असंख्य प्रतिद्वन्द्वियों पर सभाओं में विजय प्राप्त की थी। एक बार महामहोपाध्याय कैलासचंद्र शिरोमणि जी की मध्यस्थता में महामहोपाध्याय श्रीरामधन तर्क पंचानन जी से उनका शास्रार्थ हुआ। वेदांत के द्वेैत मत और अद्वेैत मत पर शास्रार्थ था। उसमें शांकर, अद्वेैत मत का समर्थन करने वाले पं. शिव कुमार जी ने रामधन जी को पराजित किया था। इसी प्रकार कश्मीर राज्याश्रित विक्रमपुर के प्रधान पंडित महामहोपाध्याय रास मोहन सार्वभौम को शिवकुमार जी ने परास्त किया था। कश्मीर में जाकर उन्होंने अपने बुद्धि वैभव से वहाँ के अन्य विद्वानों को भी वशीभूत कर लिया था।

एक बार शिवकुमार जी से भारत- मार्तण्ड गट्टूलाल शास्री जी से शास्रार्थ हुआ, जो बंबई निवासी प्रज्ञाचक्षु थे। गट्टूलाल जी का पक्ष विशिष्टाद्वेैत मत था और शिवकुमार जी का शांकराद्वेैत मत। उन्होंने गट्टूलाल जी को भी मात दे दी। श्रृंगगिरिमहापीठाधिप जगद्गुरु शंकराचार्य ने शिवकुमार जी को "सर्वतंत्रस्वतंत्र पण्डित राज' पदवी के साथ स्वर्णपदक बहुमानपूर्वक समर्पित किया था। "अत्रैव विद्यारसः' इस पद से अंकित स्वर्ण पदक बामरा महीपति द्वारा भी उनको प्राप्त हुआ था। कलकत्ते की "कान्यकुब्ज- सभा' ने भी उनको स्वर्ण पदक तथा "विद्यामार्त्तण्ड' की पदवी से अलंकृत किया था। लाहौर की "हिंदू सभा' के विशाल मण्डप में सर अतुलचंद्र चट्टोपाध्याय के सभापतित्त्व में उनको अभिनंदन पत्र भी भेंट किया गया था। लाला हंसराज सरीखे लोग समारोह में उपस्थित थे। शिवकुमार जी के जीवन काल में संपूर्ण भारतवर्ष की धर्मशास्रीय व्यवस्था प्रदान करने का कार्य उन्हीं के परामर्श से होता था। शिवकुमार जी में एक विलक्षणता यह थी कि वे शास्रार्थ के समय नयी बातें कह जाते, भले ही ग्रंथों में उनका उल्लेख न हो।

पं. बाल शास्री के द्वितीय शिष्य वैयाकरण केसरी, महामहोपाध्याय दामोदर शास्री भारद्वाज का भी कभी जमाना था। पण्डित मण्डली के बीच उनको "सभासिंह' कहा जाता था। बड़े- बड़े वादियों की बुद्धि उनके सामने कुंठित हो जाती थी। सन् १८९९ में महारानी विक्टोरिया ने उनको "महामहोपाध्याय' की पदवी से अलंकृत किया था। अनेक देशों से लोग केवल उनसे दर्शनार्थ ही वाराणसी आते थे। एक बार उनसे लश्कर ( ग्वालियर ) के राज्याश्रित गोपालाचार्य प्रभृति विद्वानों से शास्रार्थ हुआ था, जो तीन दिनों तक चलता ही रहा। अंत में दामोदर शास्री जी ने सभी को परास्त किया। चारों ओर से पुष्पवृष्टि के समान प्रशंसोद्गारों की वृष्टि होने लगी। विजयोपलक्ष्य में ग्वालियर नरेश ने उनको एक दुशाला और पाँच सौ रुपये भेंट किए थे।

एक बार द्वारकापीठाधिप शंकराचार्य और श्रृंगगिरिपीठधिप शंकराचार्य में घोर विवाद हो जाने पर उसके निवारणार्थ दामोदर जी को सूरत बुलाया गया था, जहाँ उन्होंने आठ दिनों तक प्रतिवादियों से शास्रार्थ कर उनको परास्त किया था। पश्चिम दिशा में मण्डी के राजा द्वारा भी ये आमंत्रित किए गए थे, जहाँ सन् १९०० में उन्होंने राजकीय विद्वानों को मात दी थी। "फतेहपुर हँसवा' नामक नगर में एक बार एक संन्यासी महात्मा से उनका शास्रार्थ चार दिनों तक चलता रहा। पाँचवें दिन संन्यासी जी भाग गये और फिर वापस नहीं आए। पं. दामोदर शास्री विजयी हुए।

सन् १८८६ ई. में राघवपुर में किसी यज्ञोपवीत- संस्कार के अवसर पर बहुत से विद्वानों का समागम हुआ था, जिनमें पंडित मूर्धन्य दामोदर शास्री भी थे। वहाँ उनसे पं. ॠषि झा से शास्रार्थ हुआ था, जिसमें पं. परमेश्वर ओझा मध्यस्थ थे। उसमें भी ॠषि झा पराजित हुए थे। झा जी के शिष्य धर्मदत्त जी ( दूसरा नाम बच्चा झा ) गुरु के पराभव को न सह सकने के कारण तीन साल बाद काशी आए और उन्होंने दामोदर जी को शास्रार्थ के लिए ललकारा। बच्चा झा जी ने व्युत्पत्तिवाद में पूर्व पक्ष रखा। शास्री जी ने तुरंत उलट दिया।

इस प्रकार शास्रार्थ का श्री गणेश हुआ। विद्यासिंह द्वय में होने वाले शास्रार्थ को देखने- सुनने के लिए काशी के प्रायः सभी विद्वान उपस्थित थे। लगभग सात सौ मैथिल विद्वान भी थे। उक्त शास्रार्थ में महामहोपाध्याय कैलासचंद्र शिरोमणि, महामहोपाध्याय गंगाधर शास्री और महामहोपाध्याय शिवकुमार शास्री प्रभृति मध्यस्थ थे। दिवसत्रय पर्यन्त शास्रार्थ विचार बहुत वेगपूर्वक चला। यहाँ तक परिस्थिति हो चुकी थी कि विजयी विद्वान का निर्णय करना कठिन हो गया। तीसरे दिन चौथे प्रहर में बच्चा झा जी की वाणी शिथिल हुई और मध्यस्थों ने दामोदर जी की कोटि को ही प्रबल माना। बच्चा झा ने भी निष्कपट भाव से घोषित किया -- ""इस भूमण्डल पर दामोदर शास्री जी के समान कोई दूसरा पंडित नहीं है।''

पं. दामोदर शास्री भारद्वाज से संबद्ध एक अन्य प्रसंग भी विशेष महत्वपूर्ण है। वह सन् १९०० ई. का प्रसंग है। उन दिनों जगद्गुरु शंकराचार्य और स्वामी नारायण मतानुयायियों में विवाद चल रहा था। वह क्रमशः बढ़ता गया और राजकीय अधिकरण तक पहुँच गया। उसमें मध्यस्थता के लिए दामोदर जी को चुना गया, किंतु उन्होंने प्रस्ताव स्वीकार नहीं किया। कहा जाता है कि स्वामी नारायण मतानुयायियों ने उनको पच्चीस हजार रुपये भेंट करने का प्रस्ताव भी रखा, जिसका उन्होंने तिरस्कार कर दिया। यह साहस देखकर जगद्गुरु शंकराचार्य ने दामोदर जी को "अशेषवाड्मय पारंग वैयाकरण केसरी' की उपाधि तथा स्वर्णपदक बहुमान के साथ भेंट किया था। ऐसे थे पं. दामोदर शास्री भारद्वाज !

महामहोपाध्याय पं. गंगाधर शास्री भी अपने ढंग के अनोखे विद्वान थे। किसी समय वे प्रयाग विश्वविद्यालय की कार्यकारिणी के सदस्य रहे और अनेक बार एम. ए. परीक्षा के परीक्षक। सन् १९०९ ई. में महामहोपाध्याय गंगानाथ झा की डॉक्टरेट परीक्षा के परीक्षकों में से भी वे एक थे। उनको सी. आई. ई. की पदवी से सन् १९०३ ई. में सप्तम एडवर्ड के मुकुट धारण महोत्सव में लार्ड कर्जन ने अलंकृत किया था। प्रथम जुबली महोत्सव में सन् १८८७ ई. में महारानी विक्टोरिया ने उनको ""महामहोपाध्याय'' की उपाधि से विभूषित किया था। वाराणसी के राजकीय संस्कृत महाविद्यालय ( वर्तमान संपूर्णानंद संस्कृत विश्वविद्यालय ) में वह अध्यापक रहे। कालेज के प्रिंसिपल डॉ. आर्थर वेनिस शास्री जी को यावज्जीवन श्रद्धावश "गुरु जी' ही कहते रहे।

शुद्धाद्वेैत संप्रदाय के काशी के प्रख्यात श्रीगोपाल मंदिर के प्रांगण में एक बार एक विशाल सभा हुई थी, जिसमें वादी- प्रतिवादी भयंकर उद्भट विद्वान तथा अनेक विशिष्ट व्यक्ति सम्मिलित हुए थे। सन् १८८० ई. के लगभग का प्रसंग है यह। अद्वेैत वेदांत के विशिष्ट विद्वान पूर्व चर्चित भारतमार्त्तण्ड गट्टू लाल शास्री के स्वागतार्थ उक्त सभा का आयोजन किया गया था। सभा में गट्टूलाल जी के अपरिमित शिष्य तथा हजारों दर्शक भी उपस्थित थे। दर्शकों में कुछ लोग यह विचार कर रहे थे कि कहीं गट्टूलाल जी काशी का गौरव खंडित न कर दें। लोग पंडित मण्डली की ओर बहुत आदर तथा मानपूर्वक देखते रहे और परस्पर मंद स्वर में ""भारतमार्तण्ड'' की ओर अंगुलि निर्देश करते हुए कौतूहलपूर्वक शास्रार्थ सभा की कार्यवाही देखते रहे।

इसी बीच गट्टू लाल जी ने जब अपना पांडित्य प्रकट किया, स्तब्धकर्ण दर्शक तथा विद्वान एकाग्रचित हो गए। संपूर्ण सभा आश्चर्यचकित हुई और उनकी प्रगल्भता को देखकर चतुर्दिक प्रशंसा होने लगी। उपस्थित विद्वानों के विनोद में प्रचलित दार्शनिक कथाएँ हो रही थीं, जिसमें आत्म- अनात्म का विचार चल रहा था। महामहोपाध्याय गंगाधर जी शास्री भी सभा में उपस्थित थे। उन्होंने आगे आकर शास्रार्थ के लिए गट्टूलाल जी का आह्मवान किया। चारों ओर सभासदों में एकाएक साधुवाद की हर्ष ध्वनि होने लगी। गंगाधर जी द्वारा दो- तीन युक्तियों एवं कोटियों के रखते ही गट्टूलाल जी स्तब्ध हो गये और बोले -- ""यदि हमारी समस्या की पूर्ति आप कर दें, तो आप ने हमको जीत लिया, ऐसा हम मान लेंगे।'' और यह कहकर उन्होंने "बभौमयूरो लवशेष सिंहः' -- यह समस्या रखी। महामहोपाध्याय गंगाधर जी ने गट्टूलाल जी की समस्या की तत्काल पूर्ति कर सब को आश्चर्यचकित कर दिया। सभी लोग एक स्वर से "वाह- वाह', जीत हो गई। "साधु साधु जितं- जितं'-- ऐसी ध्वनि करने लगे। इस पर स्वयं भारतमार्तण्ड गट्टूलाल जी भी महामहोपाध्याय गंगाधर जी के पांडित्य की प्रशंसा करने लगे। गंगाधर जी ने समस्या की पूर्ति करते हुए ये पंक्तियाँ प्रस्तुत की थीं --

""अनेक वर्णक्रमरीतियुक्त:
फखागघाड़च्छ जझांटौठ।
अडण्ढ़णस्तौडथ दधौ न पम्फुल्
वभौ मयूरो लवशेष सिंह।।''

एक प्रसंग सन् १८९० का है। उस समय ब्रिटिश शासन के अधिकारियों ने गोस्वामी तुलसीदास जी द्वारा स्थानीय अस्सी घाट के समीप स्थापित श्री सीताराम मंदिर की मूर्तियों को हटाकर अन्यंत्र स्थापित करने की इच्छा प्रकट की, जिसके परिणाम- स्वरुप काशी में घोर विप्लव हो गया था। उक्त घटना "रामहल्ला' के नाम से प्रसिद्ध है और ऐतिहासिक महत्व की है। उस समय महामहोपाध्याय पं. गंगाधर जी ने ही अपने पाण्डित्य के बल से मण्डलाधीश ( कलेक्टर ) को समझाकर मंदिरों का गिरवाना रोका और विप्लव शांत किया था।

काशी के पाण्डित्य- वीरों ने न केवल काशी, अपितु समस्त देश का गौरव बढ़ाया है और उनकी पाण्डित्य परंपरा अत्यंत गौरवपूर्ण रही है। काशी का गवर्नमेंट संस्कृत कालेज, जो अब विश्वविद्यालय का रुप ले चुका है, भगवती सरस्वती की लीला भूमि रहा है। एक युग था, जब उच्च्स्तरीय विद्वानों को, अध्यापनार्थ सादर आमंत्रित किया जाता था और यहाँ अध्ययन- अध्यापन, खण्डन- मण्डन तथा शास्रार्थ का ही बोल- बाला था। प्रतिष्ठित विद्वानों ने कभी उक्त विद्यासंस्थान में रहकर अर्थ- लाभ के लिए अपने पाण्डित्य का विक्रय नहीं किया। स्वनामधन्य डॉ. वेनिस को ही उक्त महाविद्यालय में देववाणी के वरदपुत्रों को लाने का प्रथम श्रेय है। डॉ. वेनिस स्वयं सहृदय, सुसंस्कृत और पारखी थे। उन्होंने चुन- चुनकर ऐसे रत्न वहाँ जुटाए थे, जिनमें से कुछ की चर्चा हम ऊपर कर चुके हैं।

भारतवर्ष में उस समय उच्च कोटि की विद्वद्विभूतियों का अद्भुत सम्मेलन था। कालेज की पद्धति के अनुसार वहाँ कोई जूता आदि पहनकर नहीं प्रवेश कर सकता था। अध्यापक का इतना प्रभाव था कि प्रिंसिपल को यदि कुछ कहना होता, तो वह स्वयं अध्यापक के पास आकर कहता था। अध्यापक को अपने पास बुलाने का उसमें साहस नहीं था। महामहोपाध्याय पंडित विन्ध्येश्वरी प्रसाद द्विवेदी किसी विषय के आचार्य न होते हुए भी अपनी विद्या- बुद्धि और अपने स्वाध्याय के बल पर ही "रायल एशियाटिक सोसाइटी' के सदस्य बने और बने महामहोपाध्याय। वेद का कोई भी अंश उनसे अछूता नहीं था। ज्योतिष, व्याकरण, साहित्य -- सभी में उनकी गति समान थी।

इसी प्रकार महामहोपाध्याय सुधाकर द्विवेदी, कामाचरण महाचार्य, ताराचरण महाचार्य महामहोपाध्याय राम शास्री, महामहोपाध्याय लक्ष्मण शास्री, महामहोपाध्याय हरिहरकृपालु जी, गोस्वामी दामोदर लालजी, महामहोपाध्याय राम मिश्र शास्री, महामहोपाध्याय नित्यानंद पर्वतीय, पंडित गोविंद शास्री दुगवेकर, महामहोपाध्याय नारायण शास्री खिस्ते, पंडित देवनायकाचार्य, पं. गणपति शास्री मोकाटे, पण्डित सूर्यनारायण शुक्ल, महामहोपाध्याय जयदेव मिश्र मिथिला नगरी के गजहरा (मधुबनी) ग्रामवासी, कवि चक्रवर्ती देवीप्रसाद जी शुक्ल, रुद्रम् भट्ट, धर्माधिकारी जी, पं. बालबोध मिश्र, बापूदेव शास्री, पं. दाऊजी दीक्षित, स्वामी करपात्री जी, महामहोपाध्याय गोपीनाथ जी कविराज, डॉ. भगवानदास जी, पंडितराज राजेश्वर शास्री द्रविड़, पं. अनंत शास्री फङ्के, पं. गोपाल शास्री नेने, पं. सभापति उपाध्याय, मुकुंद शास्री महाजन प्रभृति महारथी अपने- अपने क्षेत्रों में अक्षय यश प्राप्त कर चुके हैं और पार्थिव शरीर से विद्यमान न होने पर भी यशः शरीर से आज भी जीवित है, जिनकी शास्रार्थ कला, पाण्डित्य परंपरा भुलाई नहीं जा सकती।

काशी में शास्रार्थ परंपरा को जीवित रखने का श्रेय मुख्यतया श्री बल्लभराम शालिग्राम मेहता सांगवेद विद्यालय को है। यहाँ शास्रार्थ के मुख्य दो स्थल है -- (१.) ईश्वरगंगी के समीप स्थित "नागकूप' और ( २.) "संकट- मोचन' मंदिर के निकट "दुर्गा- कुण्ड'। उक्त स्थानों पर दर्शन एवं मार्जन के तदनांतर शास्रार्थ शुरु होता है और श्रावण मास के उत्तरार्ध में आज भी काफी चहल- पहल रहती है। नागकूप के उत्तरी मैदान में नागपंचमी ( श्रावण शु. ५ ) को शास्रार्थ होता है, जिसमें संस्कृत के विद्वान तथा विद्यार्थी एकत्र होकर एक विषय चुनकर वाद- विवाद करते हैं।

शास्रार्थ का विषय प्रायः निश्चित रहता है और उस विषय पर दो मतों के विद्वानों की बहस होती है। दोनों के ही विश्वास, मत या दोनों की मान्यताएँ इतनी दृढ़ होती है कि बहस या शास्रार्थ का निर्णय या परिणाम चाहे जो हो, उनके विश्वास में कोई फर्क नहीं पड़ सकता। विजयी पक्ष रुपयों एवं नारियलों से पुरस्कृत होता है। शास्रार्थ आरंभ करते हैं, विद्यार्थी और फिर वरिष्ठ उसे आगे बढ़ाते हैं। श्रावण के अंतिम मंगलवार को दुर्गाकुण्ड पर शास्रार्थ होता है। पहले पंचगंगाघाट पर भी नित्य सायंकाल शास्रार्थ होता था। कुछ काल पूर्व तक यह क्रम चलता रहा, जिसमें छोटे- बड़े सभी विद्वान भाग लेते थे, किंतु इधर राग- द्वेष तथा गुटबंदी के कारण शास्रार्थों का वास्तविक रुप अनेक बार दृष्टिगोचर नहीं होता और यदा- कदा विडम्बना भी देखी जाती है।

काशी की शास्रार्थ परंपरा का अपना एक वैशिष्ट्य रहा है। इस कला के माध्यम से नवीन बातों एवं नवीनतम सिद्धांतों का स्थापन तथा समर्थन होता रहा है। मात्र मनोरंजन ही शास्रार्थ का उद्देश्य कभी नहीं रहा। यह एक ऐसा पुरातन मंच है, जहाँ प्रत्येक विद्वान को अपनी साधना अपने पाण्डित्य को खुलकर प्रकाशित करने का अवसर प्राप्त होता है, यह काशी की परंपरा है, क्योंकि अध्यापन तथा ज्ञानार्जन ही इस नगरी के प्रधान कार्य रहे हैं।

जैसा कि हम पहले कह चुके हैं, अब पहले जैसे शास्रार्थ देखने- सुनने में नहीं आते, किंतु इस परंपरा को जीवित रखना उपयोगी है, पुनरुज्जीवित करना आवश्यक है। यदि इस कला का उपयोग सामयिक तथा अन्य समस्याओं के सुलझाने में किया जाए, तो एक नवीन चेतना आ सकती है और संस्कृत के विद्वान तथा छात्र भी उससे प्रभावित एवं प्रोत्साहित होकर राष्ट्र के विकास में यथेष्ठ योग दे सकते हैं। विचार- विमर्श या वैचारिक आदान- प्रदान का यह एक ऐसा परंपरागत साधन है, माध्यम है, जहाँ निमंत्रण की प्रतिक्षा न करके, प्रत्येक विद्वान कर्तव्यपालन की भावना से पहुँचता, सम्मिलित होता है।

Maruti Nathu Gadge is a sugarcane farmer from Rahuri, a village in the Ahmednagar district of Maharashtra. Last year’s unusually heavy rain had left his crop a soggy mess. So, he needed to borrow money to get ready for a new crop this year. Gadge was wary of moneylenders and babus of co-operative societies, whom he would have had to bribe before getting any work done. He was in a fix: where could he get the money he needed to get started? He then happened to walk into Sanjay Jambukar’s tent on a bazaar day in his village.

Jambukar is an ICICI Bank bhai, and a part of the marketing team of the ICICI credit access centre at Rahuri. He explained to Gadge that the bank would give him a crop loan of Rs 32,000, enough to prepare his field for the next harvest. The only documents that he had to give the bank were his saat-baara (the land deed) and his ‘Seshan’ card (the voter’s ID card). Gadge complied. His loan was processed in less than a week by the ICICI Bank branch at Ahmednagar.

Around 300 km away from the dusty fields of Rahuri, at the imposing headquarters of ICICI Bank in suburban Mumbai, small loans such as these are adding up in the books of the country’s second-largest bank to give its rural push a momentum of its own. Deputy managing director Nachiket Mor is in charge of driving ICICI Bank deep into the rural hinterland. In a mere six years, the bank’s rural portfolio has grown from nothing to Rs 16,300 crore, and now accounts for over 6 per cent of the total bank assets of Rs 2,51,300 crore. This loan portfolio grew at over 50 per cent in the last two years. The bank now has a presence in 220 districts. Mor is, however, not resting on his laurels. He is keen to plant the bank’s flag in 450 districts by 2008.
To achieve this stiff target, he is encouraging innovations in distribution, product design and technology. Where it is viable, ICICI Bank is actively seeking out partners with local knowledge to help it service its emerging rural clientele more effectively.



Much of this is new to the hidebound world of Indian banking. Traditionally, rural banking has been seen as a social obligation rather than as a profit opportunity. It was thrust down the throats of banks by the government. Mor and his team are trying to combine social obligations and profitability. That puts them square within the larger task of reforming rural India — everything from building rural supply chains, to providing risk management tools to farmers, to working creatively with microfinance groups. Mor believes that in almost every region of India, there exists a set of economically viable occupations that even the poorest of the poor can engage in, if the necessary inputs are provided to them at market prices.

“Access to basic financial services, which include savings, credit, insurance and tools for risk management can allow families to start with extremely low-skilled occupations, such as buffalo rearing, and then gradually move up to a level where they can afford minimal meals and even come to a point where their children are withdrawn from the work force to attend school,” he says.

ICICI Bank CEO K.V. Kamath has identified the rural foray as one the key drivers of revenue growth in the coming years. He meets the core team every fortnight. Kamath believes that the Indian economy can be put on a firm footing only if the benefits of economic growth percolate down to rural India. His vision is to provide the whole range of financial services to people in rural areas, so that they can be brought within the ambit of mainstream economic activity.

Genesis Of A Strategy

The push into rural India began at the end of 1999, when USAID provided money to the Indian government to finance activities that would assist the development of a dynamic private agricultural sector in India. The programme was called the Agricultural Commercialisation and Enterprise (ACE) Programme. ICICI was chosen to be the implementing agency. A two-member team comprising Brahmanand Hegde and Zarin Daruwala was in charge of ACE. Then came ICICI Bank’s acquisition of Bank of Madura in 2001. While ICICI Bank had grown out of the industrial lending strengths of ICICI — its parent — and had then made a very successful foray into consumer lending, it had almost no strengths in lending to farmers and others in rural India. 

Bank of Madura, on the other hand, had a substantial rural reach. Its core
strength was mass banking. In April 2000, Kamath asked Mor, Chanda Kochar and the
members of the ACE team to form a separate team to explore opportunities in the rural areas.

Despite the hue and cry about the need to have an inclusive banking system, 58 per cent of rural households do not have a bank account and only 21 per cent have access to credit from a formal source. That is the opportunity in rural banking. Says Mor: “The banking system, thus far, was not able to internalise lending to the poor as a viable business activity, but looked at it as a mere social obligation. We wanted to change that.”

In 2005, Suvalaxmi Chakraborty, who was then in ICICI Bank’s retail business, took charge of the rural, micro banking and agribusiness group (RMAG). It was only after this that ICICI Bank’s rural push really took off. A team of 10 members at the centre is now functioning as the nodal point of RMAG. They handle portfolios from product and credit development to legal and regulatory compliance, and are more innovators than anything else. RMAG is the new kid on the block for the largest retail loans provider of the country today. 

Says Chakraborty: “We have developed a robust hybrid channel structure with a combination of branch and non-branch channels. Biometric cards and rural ATMs further aim to bring convenience that aid our efforts to bring doorstep banking to rural India.” The bank currently has over 200 rural branches, 1,500 credit access points and 5,000 kiosks. 

Mapping The Possibilities

Today, the RMAG’s focus is on a rural strategy that is different from its predecessors, who used the same channels to cater to all customer segments in rural India with a narrow product suite and branch driven infrastructure that was expensive. ICICI Bank changed all of that by first dividing its rural customers into four categories: from R1 to R4 (see ‘ICICI Bank’s Rural Pyramid’). It built a strategy that was customer driven, technology-intensive, used hybrid channels and offered multiple products.

Lessons are being imbibed from other countries. Says Madhavi Soman, consultant, RMAG: “We visited the Netherlands, Chile, and Israel to understand the function of farmers. We found that Indian farmers are not aware of the end-consumer of their produce, while every farmer overseas is producing for the supermarket buyer. While we have an excellent crop of several fruits, we are not very large exporters as we do not meet international standards. We are trying to anticipate trends and are assisting in creation of markets as well.”

The RMAG business has two categories: corporate agribusiness and rural retail business. Corporate agribusiness is what the bank had started out with. This business comprises direct lending to large corporates, poultries like Godrej Agrovet and Venkateshwara Hatcheries or seed companies like Suguna, in the form of term loans for project expansion or working capital loans. There is also the corporate linked SME model that does dealer or vendor financing, or corporate linked farmer financing. Programme-based lending is also undertaken to understand the SME sector.

On the rural retail side, the bank offers a basket of asset products: working capital loans, crop loans (like the one given to Gadge), farm equipment loans as per the requirement of the farmer at any stage of his crop, and even commodity financing when his produce is ready. For the poorer segment of farmers there are micro-finance options and jewel loans. On the liability side, there are current accounts for agri-traders called Agri Express Funds, term deposits and even other investment products like insurance and mutual funds provided by ICICI Lombard and Prudential ICICI.

The Distribution Network

The bank is making use of both branch and non-branch channels to reach out to the rural populace. Branches are classified under three categories: district cluster processing branches in locations with high agri-rural potential, which is the processing hub for all channels. A typical example is the Ahmednagar branch that BW visited. It caters to mostly sugarcane and onion farmers in the area. Second, there are mandi branches that focus on servicing mostly agri-traders, giving them facilities for commodity training and insurance. Third, there are the crop cluster branches located in belts of growers and processors of specific crops that specialise in local knowledge and relationships and provide the farmer finance for specific crops.


Non-branch channels include credit access centres that are repositories of local customer knowledge. These are typically located in a district head quarter/taluk or a larger village in a district. Take, for instance, the ICICI Bank credit access centre at Rahuri. Anup Bihani is the credit access centre manger here, the man who has brought a smile on the faces of hundreds like Gadge. A third-generation entrepreneur, Bihani has roped in his father, Ashok Bihani, a senior citizen who has been entrusted with the job of hand-holding farmers who walk into his son’s ‘office’, which shares a common wall with his two-wheeler showroom. While Anup is busy coordinating with his seven-member marketing and research team, Bihani senior ensures that the farmer feels at home, reassured many times over that he is not going to be duped.

That’s not all. A few kilometres away from the credit access centre, there’s another ‘touch point’ of ICICI Bank. Chandreshekhar Kharde is a passport agent who runs the ICICI Bank Internet kiosk, located at a distance of approximately 5 km from the credit access centre at Rahuri. Kharde was selected by officials of the Ahmednagar branch along with Bihani to run the kiosk because of his network and his local know-how of the credit worthiness of farmers in and around Rahuri.

Apart from the credit access points and Internet kiosks, there are the MFI branches that are platforms to reach out to the rural poor, like Spandana at Andhra Pradesh, which is targetting the R4 segment and is a facilitator for ICICI Bank’s micro loans, savings and insurance. And, lastly, there are some recent additions to the retail network — business correspondents like the KAS Foundation in Orissa that is providing banking to the under-banked areas. Their business opportunities range from opening savings accounts and sale of third-party products, to loan disbursements and collections.

Hand In Hand With Partners

ICICI Bank has worked out a No White Spaces (NWS) strategy, which means that there are plans to ensure that there is going to be an ICICI Bank ‘touch point’ within every 3-4 km of reach of every Indian, even in the most remote corners of the country. That would mean around 100 touch points in every district — or 45,000 totally by 2008. “So far, we have been able to establish 8,000 touch points and are trying to significantly scale up this number,” says Mor.

The bank will leave no business opportunity in a cluster untapped by combining the use of branch and non-branch channels. There are 80 ‘cluster CEOs’ across India, who are senior bankers in charge of two or three districts, not necessarily based out of a rural area, but well versed with the locals. It is their job to roll out the NWS strategy. The number of cluster CEOs will increase from the current 80 to 150 by the end of 2006. “I have online chat sessions with my cluster CEOs once a week, which helps us identify more opportunities that lead to more innovations,” Mor explains.

ICICI Bank is also working on a partnership module with micro-finance institutions. The bank initiated a partnership model in 2002 in which the MFI acts as a collection agent instead of a financial intermediary. The loans are contracted directly between the bank and the borrower, so that the risk for the MFI is separated from the risk inherent in the portfolio. This model, therefore, has very high leveraging capacity, as the MFI has an assured source of funds for expanding and deepening credit. The bank chose this model because it expands its retail operations by leveraging comparative advantages of MFIs, while avoiding costs associated with entering the market directly.


Another challenge ICICI Bank found was scaling-up the micro-finance sector and the lack of equity capital. To solve this shortage, ICICI Bank is encouraging venture capitalists (VC) to enter the sector. The bank has identified three venture capital funds — Lok Capital, Aavishkar and Bellwether. Lok Capital mobilises and directs private capital to micro-finance activities and to fund long-term management and technical support for development of commercially sustainable MFIs. Aavishkar provides micro-equity funding (Rs 10 lakh-50 lakh) and operational and strategic support to commercially viable companies in rural or semi-urban India. Bellwether has made three equity commitments for start-ups, and its committee has decided to increase the size of the fund from $10 million to $25 million.

ICICI Bank has come to an agreement with these three VCs, under which it will provide take-out financing to the MFI to buy out the venture after a period of 3-5 years, provided the MFI attains an operational sustainability rating from Micro-Credit Ratings International and Credit Rating Information Services of India. The ICICI Bank technology team is developing innovative products to help reduce transaction costs considerably. For instance, a new technology is being used for rural ATMs using a suction technology and dispensing notes from below the machine. It is able to handle old currency notes. Though the ATM is still being improved for a full-scale roll out, there are already two that are operational within IIT Chennai, which assisted them in building the ATM, and another in a village in Tamil Nadu.

Also, the bank has recently taken a stake of under 20 per cent in Financial Information Network and Operations (FINO) to provide technological solutions to reach the underserved in the country. ICICI Bank is the lead facilitator. FINO has launched biometric card, which would act as a proof of identity and give collateral to customers. The card would also offer multiple products including savings, loans, insurance, recurring deposits, fixed deposits and remittances. FINO would also build-up a customer database, thus bringing them into mainstream banking.
While the sector has been growing rapidly, and the focus has been on outreach, there is an urgent need to fill gaps both in practice and understanding, in order to maximise the impact of this growth. To fill these gaps, ICICI Bank has created the Centre for Microfinance Research (CMFR) at the Institute for Financial Management Research (IFMR) in Chennai. Through research, research-based advocacy, high-level training and strategy building, it aims to establish the links between increased access to financial services and the participation of poor people in the larger economy.

The CMFR is involved in several studies with researchers from universities like MIT, Harvard, and Yale. For example, it is implementing an impact evaluation of Spandana’s microcredit programme in Hyderabad. As the first randomised evaluation of microcredit, it will allow estimating the effects of the MFIs’ programme in an unbiased manner. Other projects include the impact evaluation of smokeless chulhas on health and productivity in Orissa, a study on the break-up of transaction costs of MFIs and SHGs, and an analysis of Sewa Bank’s loans and accounts panel database in Ahmedabad. The CMFR also organises regular seminars and conducts courses for managers, researchers from NGOs, government, international organisations and academics.

Obviously, banking with rural India cannot be done effectively without first understanding its complexities.

A 19-year-old blogger's case could forever change the ground rules of blogging. Bloggers may no longer express their uninhibited views on
everything under the sun, for the Supreme Court said they may face libel and even prosecution for the blog content.

This chilling warning emerged as a Bench comprising Chief Justice K G Balakrishnan and Justice P Sathasivam refused to protect a 19-year-old Kerala boy, who had started a community on Orkut against Shiv Sena, from protection against summons received from a Maharashtra court on a criminal case filed against him.

A computer science student, Ajith pleaded that the comments made on the blog were mere exercise of their fundamental right to freedom of expression and speech and could not be treated as an offence by police.

Unimpressed, the Bench said, "We cannot quash criminal proceedings. You are a computer student and you know how many people access internet portals. Hence, if someone files a criminal action on the basis of the content, then you will have to face the case. You have to go before the court and explain your conduct." Legally these judges are like gods who cant be qusetioned or touched.

They are qualified to interpret laws but machines can also be programmed like this, like computers.

Jeevan me adhik kuchh karne ki umeed ne mujhe sunsaan si rah par nikaal diya,pata nahi mai kaha aur kis raah pe tha. Ek ansuna se mahaul me, shayad mai bevajah chalte ja raha tha. Pehli bar mujhe laga ki jo ho raha hai mai hi kar raha hu; Mai prassannchita ho, nirantar us anant path pe badhe hi ja raha tha. Tabhi,achanak! Mere piche se kisi ne mujhe pukara. Mai stabdh rah gaya jaise kisi ne range haatho pakad liya ho, mere nishthur paav jadvat ho gaye, mai chah kar bhi apne aap se puchh nahi saka ye kyu aur kya ho raha hai?
